The Study is a benchmark for accountability and transparency of information on natural resources
On September 20, the EITI Loreto Multisectoral Commission socialized in the city of Iquitos, the main results of the Second Regional Transparency Study (RTS) of the EITI initiative in Loreto. This study analyzes the allocation and use of resources transferred from canon and surcanon to public entities in the department of Loreto (Regional Government of Loreto, provincial and district municipalities, Research Institute of the Peruvian Amazon and National University of the Peruvian Amazon), during the period 2019 – 2021, in accordance with current regulations.
This document offers a detailed analysis of how 16 public entities that receive funds from the oil canon and surcharge, have executed these resources, especially in relation to projects and investments prioritized in 18 functions of public entities, with the infrastructure function being the one that obtained the greatest allocation and execution of resources. In this period, the increase in the budget from the oil canon and surcharge is observed, however, it also identifies that the spending capacity of public entities needs to be improved and that the execution of these resources have not necessarily been aligned with the achievement of the regional development objectives of the Concerted Regional Development Plan. or closing social, economic and environmental gaps.
The event was developed by the EITI Loreto Multisectoral Commission, chaired by Engineer Melissa Sotelo Perez, Regional Director of Energy and Mines of Loreto, who indicated that the EITI provides the opportunity to build trust with the population, through the easy access and use of information on the allocation and execution of canon and surcharge resources. He also highlighted the importance of this type of information for decision-making by the authorities.
During the event, Cristina López (DAR) expressed the importance of citizen vigilance in the prioritization and execution of resources from oil canons. It was also mentioned that the third EITI regional transparency study has been initiated in Loreto, in order to contribute towards a more transparent, accountable and equitable management of resources from extractive activities in the Loreto region.
The activity was attended by the members of the EITI Loreto commission, represented by the State, private companies and civil society, with the participation of the general manager of GORE Loreto, Eng. Temis Rivas; the representative of the Regional Coordinator of Indigenous Peoples (CORPI SL), Joaquín Méndez; the representative of Environmental Law and Natural Resources (DAR), Cristina López; the representative of the National Society of Mining, Petroleum and Energy (SNMPE), Carmen Mendoza; the representative of PetroTal, Lilia Reyes; and the representative of the Ministry of Energy and Mines, Amarildo Vela.
It should be noted that the event was developed by the EITI Loreto Multisectoral Commission, in which Law, Environment and Natural Resources (DAR) participates, within the framework of the project “Reinforcing transparency and good practices in the extractive sector”, with the support of the United States Agency for International Development (USAID).
